Fiscal policy in the Brazilian commercial aviation sector: a computable general equilibrium analysis

Abstract

The commercial aviation sector has a key role in the economy. In Brazil, the sector was affected by the economic and institutional crisis after 2014. In this way, some States created tax incentive policies with the aims of promoting the expansion of the airport network and local economic development. Thus, this present paper has the goal to examine the impacts of ICMS tax changes on aviation kerosene, in the States of the South and Southeast. To simulate the tax policies, the computable general equilibrium methodology was applied, with the theoretical basis of The Enormous Regional Model (TERM). As a result, it was found that the fiscal war was beneficial to the States that applied the reduction of ICMS rates and that the net results of the tax exemption in commercial aviation in Brazil were positive, that is, it is noted that the economic development generated by the application of tax exemption was greater than the negative effects of the reduction in the government's tax revenue.
