Abstract

PROMOTION OF TERRITORIAL DEVELOPMENT AND STRATEGIC PLANNING: THE STRUCTURING OF "CONECTA399"

 

Abstract: The object of this article is the promotion of territorial development through strategic planning. It presents an experience report on the structuring of the "Conecta399" program, which is structured through notions of public policy planning, territorial development, and network-territory as a planning strategy for the promotion of integrated regional and local development. The aim is to demonstrate, in an empirical case, the possibilities and limits of such a public policy. This is a case study permeated by theoretical references, focusing on the initial phases of the structuring cycle of such a process, with the purpose of discussing the association of the themes of planning and territorial development, as well as disseminating and improving the proposed model.

Currently researching strategic planning for territorial development, with a focus on the network-territory as a basic strategy. Implemented the "Conecta399" Program, aimed at promoting development through an integrated network of Interlocutors, establishing continuous communication for training, mapping opportunities, and projects for public policies. Responsible for the "Paraná Produtivo - Fase II" Program, a policy of governance and regional planning, having worked for the inclusion of regional prioritizations in the State PPA (2024-2027). He is the Secretary of State for Planning (2023), responsible for coordinating the policy of integrated development of the Paranaense territory aiming at local and regional sustainability, as well as the preparation, monitoring, revision, and updating of the Multi-Year Plan - PPA and the Regional Development Plans and the analysis of results. He is also tasked with the development and implementation of strategic planning in the organs of the Direct and Autarchical Administration of the State Executive Power, among other public planning competences. Businessman, university professor, international business consultant, was councilman of Pato Branco/PR (2008), reelected state deputy (2015-2022), and Chief of the Civil House of Paraná (2018-2022). He has been to more than 65 countries developing supply channels and structuring projects on continents: Asia, Africa, Europe, South, Central, and North America. He has traveled to all 399 municipalities in Paraná seeking to understand the different realities and potentials in the State of Paraná.
