Abstract

The starting point for this analysis was UTP Pinhais’s social-environmental diagnostic, between 2000 and 2010, and demonstrated that this model of planning imposed an exclusionary zoning set marketing prospects that mainly served the interests of landowners and property developers. Those social agents understand that the “preservation of nature” is economically associated to the process of “privatization” of that space for the more favored classes, materialized into private high standard enclosed condos. However, this research reveals the increase in the environmental degradation of UTP Pinhais’s area, fact confirmed through the analysis of IQA – Rate of the Water Quality of Rio do Meio. The analysis of this relationship between the dynamics of the society and the dynamics of the nature was elaborated based on the methodology of the Urban Environmental System.
