Abstract

Within the so-called “participatory paradigm” for public management, the article examines the experience of Porto Alegre’s twelve year-old “Participatory Budget”. The article stresses general characteristics of the urbanization process in Brazil, seen against the long authoritarian tradition of Brazilian society; Porto Alegre’s specific urban reality within that process, community actor’s activity since the 1970s in the local public sphere as one of the factors allowing the participatory model; the working of the Participatory Budget; and some analytical elements which highlight the experience’s positive results and limits.
