Land Registration in “The Black Ribeira Valley”: incampatibilities between networks and scales

Abstract

Only recently black rural and urban populations in Brazil whose ancestries have been part of the colonial past of slavery have obtained visibility in the political sphere of the country on all governmental levels (municipality, state, and federation). Based on the concepts of network and scale, this article intends to evaluate the dynamics of inclusion and exclusion of maroon communities (quilombolas) in the Vale do Ribeira, which are induced by public land registration policies in different governmental levels. The Vale do Ribeira, in the south of the Brazilian state of São Paulo and in the Northeast of Paraná, has actually 40 quilombolas communities that are certified as such by the Palmares Cultural Foundation, being 29 in São Paulo State and 11 in Paraná State. Though this is the result of a network of diverse policies on the national scale coordinated by the Special Secretariat for the Promotion and Policy for Racial Equality (SEPPIR) which unifies the black struggle through programs and projects, the execution of these policies is mainly concentrated in the hand of executive organs of land registration (INCRA-PR in Paraná and ITESP in São Paulo). Excludes, therefore, the regional scale (for example, the Vale do Ribeira) with its homogeneous characteristics in terms of natural, historical and cultural occupation.

Possui graduação em Licenciatura em Geografia (1984) e Bacharelado em Geografia (1987) pela Universidade Estadual de Ponta Grossa, mestrado em Geografia (Rio Claro) pela Universidade Estadual Paulista Júlio de Mesquita Filho (1991), doutorado em Geografia Humana - Universitat Tuebingen (Eberhard-Karls) (1998) e pós-doutorado em Planejamento Urbano e Regional na Universidade de Heidelberg (Ruprech-Karls) (2004). Atualmente é professor associado da Universidade Estadual de Ponta Grossa e colaboradora na Universidade Federal do Paraná (Doutorado em Geografia).
