Abstract

This text is intended to contribute with reflections about the genesis of metropolitan regions and the lack of connection between such dynamic and the process that gives raise to a
metropolis in Brazil. The article assumes that the absence of a national policy for metropolitan regions and the lack of clear rules allowing their formal composition resulted – according to
states’ varying concerns – in a broad spectrum of motivations for their implementation. For instance, if all propositions for creation of metropolitan regions in the State of Paraná, between
1998 and 2011, were implemented, over half of the State’s territory would be comprised of metropolitan regions.
