Parana: urban policies, metropolisation and humane cities - a territorial approach

Abstract

A testimonial approach on urban and regional development experienced by the State of Paraná in the last 50 years is presented through territorial exam, pointing to occupation organization, the Urban Policies that followed PDU PR-1973, the persistence of excessive metropolization in Curitiba and the difficulties in order to create less unequal and more humane cities. The paper looks through the causes of human occupation in the state and the trajectories of its urban, metropolitan and regional planning. Particular attention is paid to Curitiba’s hegemony over the state’s territory. An analysis of transformations to state’s municipalities is presented, based on 2010 census information. Lastly, a proposal for a state apparatus devoted to territorial planning is introduced, in which the humanization of cities is regarded.
