Abstract

The article aims at discussing European territorial policies in addressing global challenges in terms of cross prospects: Top-down and bottom-up. Firstly, the territorial policies of the
European Union are presented and, secondly, the territorial policies of a member state, Portugal. In light of this analysis models of European and national territorial development are
proposed as well as their confrontation. The article proposes that the relationship between competitiveness and territorial cohesion explains the existence of a tension between a monocentric and a polycentric model both in a European and in a national level creating paradoxes difficult to overcome.
