Paraná municipality creation process: institutions and executive-legislative relationship after 1988

Abstract

This article analyzes the creation process of cities in the state of Paraná from midtwentieth century on highlighting the period
between 1988 and 1996, when the institutional context favored such action in Brazil due to the following characteristics:
a) decentralization of the city emancipation process regulation through legal mechanism definition by the state house of
representatives; b) increasing the treasury resources transferred to the cities by the federal government; and c) dynamics of the
relationship between State Executive and Legislative powers. Thus, the present study uses a neo-institutionalist approach in view
of the strategies used by the actors under this institutional context
