Political Business Cycle and Fiscal Rules in the Selected Paraná Municipalities

Abstract

The purpose of this article is to evaluate if the Fiscal Law of Responsibility (LRF) had minimized the effects of the economic-political cycles in the municipalities of Paraná with a population over 150,000. The hypothesis as a guideline of the research is the lack of rules for investment deployment, as political cycles remain to continue even after the implementation of the LRF. The main result of the research is the budgetary allocation as a result of the political cycle, to be the response of the increase of the debt of the municipalities analyzed. Once the LRF has defined rules only in relation to personnel expenses and impose limitations on the debt of the municipalities in the 1.2 to taxes ratio, municipalities were encouraged to make use of investment disbursing towards political purposes, neglecting the degree of alignment of taxes with interest payments and debt repayment.

Doutor em Economia pelo Programa de Pós Graduação em Desenvolvimento Econômico da UFPR. Mestre em Economia pela UFSC e Bacharel em Ciências Econômicas pela UFPB. Atualmente é professor do Departamento de Economia da UFPR e do Programa de Pós Graduação em Desenvolvimento Econômico na mesma instituição onde concentra suas pesquisas na área de Macroeconomia e Economia do Setor Público.
