Abstract

The social housing policy that has been adopted in Brazil since the 1960s is based on large housing complexes in distant, usually segregated urban areas. While popular housing offer is assured, low-income families are deprived from city benefits and opportunities, which sheds light on the social and spatial segregation that characterizes many large Brazilian cities. Considering that local housing policies may be the answer to the problem of changing that model, our aim is at the proposal of strategies to ensure the financial feasibility of inclusionary housing in Curitiba, capital city of Parana, the most populous one in southern Brazil. The fundamental hypothesis of the proposal is that through urban planning and adaptation of land use and occupation parameters, it would be feasible to demand that real estate developers supply housing units to families whose income falls within three and nine times the minimum wage, at prices lower than market ones in areas of complex urban insertion. Financial simulations proved the hypothesis feasible from the developer’s perspective in two delimited areas.
