PARTICIPATION IN THE MIDST OF PARLIAMENTARY AMENDMENTS?

ON THE FUTURE OF REGIONAL DEVELOPMENT COUNCILS IN RIO GRANDE DO SUL

Abstract

In this essay we propose to contribute to the debate on the current and future impacts of regional development councils in Rio Grande do Sul. Based on the experience of evaluating the Strategic Regional Development Plan for the Rio Pardo Valley, for the period 2015 to 2022, carried out by the Regional Councils Forum and the Planning, Governance and Management Secretariat. We used the Executive Evaluation tool for public policies proposed by the Institute for Applied Economic Research as a benchmark for analyzing the application of resources in the 39 strategic projects in the plan valid for 2015-2030. This mid-term evaluation was carried out between April and July 2022 by a team made up of students and professors from the Graduate Program in Regional Development at the University of Santa Cruz do Sul. Among the results, we highlight the execution of only 0.34% of the original budget via the Popular Consultation mechanism over the seven years, and the drop in the region's Socioeconomic Development Index from position 15 to 18, out of 28 regions. We note the state government's fiscal crisis, as well as the priority given to the use of budget resources through parliamentary amendments, among the factors that contribute to questioning the effective impact of regional councils as instances of popular participation in the budget cycle and in promoting the quality of life of the population of Rio Grande do Sul.
