The relevance of the Bolsa Família Program in income distribution between 2012 and 2019

Abstract

The main objective of this work was to analyze the behavior of the inequality in the distribution of the Household Income per capita (RDPC) portions, focusing on the contribution of the Bolsa Família Program portion, between 2012 and 2019. Based on data from the National Sample Survey of Households (PNAD). As a methodology, the Gini Index and its decomposition into 11 plots of the RDPC were used. During the period studied, the Gini Index showed an increase of 0.03, an accumulated increase of 0.55%, with a peak of 0.545, in 2018. The participation of the Bolsa Família Program (PBF) in the composition of the RDPC, as well as its concentration ratio, the degree of progressiveness, the percentage participation in the composition of the Gini Index, the composition-effect, the concentration-effect and the total effect. The BFP share proved to be highly progressive, showing low concentration ratio values ​​throughout the series, which reached -0.646 in 2019, and a degree of progressivity of -1.188. Finally, the plot showed that it helped to increase the concentration of income during the crisis period (between 2015 and 2019) with a total effect of 6.28%, however this value is explained by the reduction in the scope of the program, caused by a reduction undue, during the crisis in the Brazilian economy.
