Abstract

The current solutions to the internet systems are more and more present and incorporated into the daily lives of citizens. They provide assistance to urban management and development, developing indicators for the effective implementation of an electronic government system (e-Gov), which can be defined as the application of information and communication technology in the public sector. A new pattern for the relationship between citizens and the local government will be established, with 24-hour services to meet the needs of the population. The aim of this study is to evaluate the integrated management of the services, processes and information about the local e-Gov and its integration mechanisms. The evaluation method was used in this study, referring to the local government of São José dos Pinhais/PR, the only municipality in the metropolitan region of Curitiba which did not have a mayor re-election in 2008 and has only 200,000 inhabitants. The longitudinal study encompassed two different points in time: 2005-2008 and 2009-2012 terms. The results demonstrated that the local government is aware that the e-Gov can enable agility as well as reduce the costs of public service delivery. Nevertheless, there are still some hindrances to the integrated management in the internal work processes and the definition of parameters and service offer; integration of horizontal and vertical information; political, technical, financial and process variables that hinder their advancement.
