Master Plans in Paraná: a qualitative evaluation

Abstract

This paper presents the results of an evaluative research about the Master Plans in the state of Paraná, Brasil, in the years 2006/2009. The aim of the research is the identification of the process of construction and implementation of the Master Plans, by a qualitative analysis of laws and its conditions of implementation. The research is part of the Rede Nacional de Avaliação de Planos Diretores, organized by the Ministry of Cities, with the purpose of monitoring the access to urbanized land, empowering government agents and civil society to implement the Master Plans and strengthening municipal management and social forms of participation. The research analyzed a sample of 33 municipalities in Paraná State, distributed by population and territorial location. The analysis indicated that the Master Plans in Paraná configured as a presentation of guidelines for urban development, focusing on physical and territorial issues. The laws incorporate the principles of the City Statute, however, there isn´t a clear link between the use of urbanity instruments and fulfillment of the social function of land and city.
