Abstract

The purpose of this text is to give a contribution to the discussion about the democratization process of educational administration, based on the result of the research Formação para o Trabalho Ensino de Primeiro Grau em Pernambuco puplished by Fundação Joaquim Nabuco in 1996. The aim of the research Formação para o Trabalho-Ensino de Primeiro Grau em Pernambuco was to understand the treatment given by education policies to the issue concerning the work at Junior High School in the Pernambuco public system and the repercussion of such policies. This research highlights there is a big distance between what the education policies define as adequate at central and regional levels and what it really happens at school, reaffirming that establishing education policies is not enough to make changes in school habits. In fact, education is defined by the multiple determinations to which it is subjected. As to this research itself, some education policy proposals turned out to be different from what they were expected to, when they were implanted in schools. Policies only become real when they meet the school expectations.
