Metropolitan borders: the pendular movement perspective

Abstract

The brazilian urbanization process built, unequivocally, a scenario of population  concentration/deconcentration in urban agglomerations (integrated or not). These are, sometimes, important metropolises in the national social and political contexts. However, after the 1988 Federal Constitution, the official creation of the metropolitan areas in the country became state government attribution and, therefore, the criteria for defining the extent of these “cities” follow administrative and political rules. Therefore, there was abandonment of intra-regional mobility criteria – which allow the identification of municipal integration through people flow. Based on the urban agglomeration concept used by the Rede Urbana Brasileira research and published by IPEA, IBGE and Unicamp (2000), this paper debates an analysis methodology of brazilian urban agglomerations, using census data regarding pendular movements. This information defines the municipalities that actually have demographic integration. After a brief characterization of pendular moments, a proposal of regional – and homogeneous - incorporation of pendular movements is presented. Hence, it is a methodologic exercise with a simple exploratory analysis. Nevertheless, it allows for advancement in the debate about criteria definition for the analysis of brazilian metropolitan regions.
