The ways of the school nourishment in Brazil: an analysis of public policy in the policy in the 2003 - 2004 period

Abstract

The research deals with the management models, bottlenecks observed during the process and innovations implemented. The
methodology combined questionnaire sent to coordinators of states and capitals and the 2004 School Census data. The main results show that the state and capital administrations fostered four kinds of management: centralization, school, mixed and outsourcing. Among the main bottlenecks are the low value per capita transferred, the non-inclusion of the
high school students and training of young people and adults on the basis of calculating the transfer, the lack of complementation or insufficient complementation of resources for state and municipal governments, the lack of infrastructure in schools, the lack of school cooks, and insufficient staff for monitoring.
